As this year\u2019s world\u2019s environment day theme was <a href=\"https:\/\/www.aqi.in\/blog\/stubble-burning-and-its-impact-on-the-environment\/\"><strong><span style=\"color: #0000ff;\">Air Pollution<\/span><\/strong><\/a>, it was an ideal day to launch the Programme which promises to fight against the rising pollution level.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-family: 'book antiqua', palatino, serif;\">The trading Programme is a market-based system and the government is going to put a stop on industrial emissions. This also means that the same industry will have to buy and sell under the emission cap regulated by the Gujrat Government. \u00a0<\/span><\/p>\n<h2 style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; color: #000000;\">India\u2019s First Trading Programme To Combat Air Pollution<\/span><\/h2>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; font-size: 12pt; color: #000000;\">Looking at the speedy graph of rising pollution level, the Gujarat Pollution Control Board initiated the emission trading scheme (ETS) in Surat. <strong><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.aqi.in\/blog\/3-effective-ways-in-which-artists-turned-air-pollution-into-art\/\">Team of researchers<\/a><\/span><\/strong> from the Energy Policy Institute at the University of Chicago (EPIC), The Abdul Latif Jameel Poverty Action Lab (J-PAL) and the Economic Growth Center at Yale University helped in designing the scheme. \u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-2386\" src=\"https:\/\/www.aqi.in\/blog\/wp-content\/uploads\/2019\/06\/Gujarat-Launches-India\u2019s-First-Trading-Programme-To-Combat-Air-Pollution-1024x576.jpg\" alt=\"Gujarat Launches India\u2019s First Trading Programme To Combat Air Pollution\" width=\"719\" height=\"404\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; font-size: 12pt; color: #000000;\">The regulators first determine the total mass of pollution one can induce in the air over a period of time by the factories altogether. Then sets of permits are initiated and each of these sets allows a certain <a href=\"https:\/\/www.aqi.in\/blog\/air-pollution-level-in-delhi-causes-deaths-of-80-lives\/\"><span style=\"color: #0000ff;\"><strong>amount of pollution<\/strong><\/span><\/a> that is equal to the cap agreed under the cap and trade system.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; font-size: 12pt; color: #000000;\">After this, plants can trade permits with each other, just like any other <strong><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.aqi.in\/blog\/new-studies-says-that-severe-air-pollution-may-cause-birth-defects\/\">commodity<\/a><\/span><\/strong> on the National Commodity and Derivatives Exchange Limited (NCDEX).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; font-size: 12pt; color: #000000;\">\u201cThe reason for trading is that in a cap and trade market, the regulator will measure pollution over a period of time and <a href=\"https:\/\/www.aqi.in\/blog\/environmental-problems-in-bihar-are-putting-lives-at-stake\/\"><span style=\"color: #0000ff;\"><strong>industries<\/strong><\/span><\/a> must own enough permits to cover their total emissions. Factories who find it very expensive to reduce pollution will seek to buy more permits. Those who can easily reduce pollution are encouraged to do so because then they have excess permits to sell,\u201d\u00a0said EPIC.<\/span><\/p>\n<h3><span style=\"font-family: 'book antiqua', palatino, serif; color: #000000;\"><strong>Gujarat Pollution Control Board chose Surat<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-family: 'book antiqua', palatino, serif;\">Surat has a <a href=\"https:\/\/www.aqi.in\/blog\/the-modi-government-must-tackle-air-pollution\/\"><span style=\"color: #0000ff;\"><strong>dense population<\/strong><\/span><\/a> of the industrial center &#8211; mostly textile and dye mills, which causes a significant amount of pollution. Gujarat Pollution Control Board (GPCB) chose Surat primarily due to this reason.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-2389\" src=\"https:\/\/www.aqi.in\/blog\/wp-content\/uploads\/2019\/06\/su1016cu-m-1024x589.jpg\" alt=\"Gujarat Pollution Control Board chose Surat\" width=\"719\" height=\"414\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; color: #000000;\">GPCB will be implementing across <span style=\"color: #0000ff;\"><strong><a style=\"color: #0000ff;\" href=\"https:\/\/www.aqi.in\/blog\/we-need-an-action-plan-to-tackle-air-pollution-in-india\/\">350 industrial units<\/a><\/strong><\/span> in the city in a proper manner to combat air pollution. Around 160 units are in line during the first phase of installation.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; color: #000000;\">\u201cWith this program, we are kicking off a new era of cleaner production, while lowering industry compliance costs and rewarding plants that cut pollution in low-cost ways,\u201d said GPCB chairman, Rajiv Kumar Gupta.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; color: #000000;\">For now, the government has set a cap on the <a href=\"https:\/\/www.aqi.in\/blog\/air-pollution-is-affecting-the-bees\/\"><strong><span style=\"color: #0000ff;\">concentration of emissions<\/span><\/strong><\/a> for each industrial unit at 150 microgrammes per cubic meter (ug\/m3), which is the 24-hour average for emission standard set by the Central government for industrial units.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'book antiqua', palatino, serif; color: #000000;\">Globally, cap-and-trade systems have been used to reduce other forms of pollution, such as programs that have <a href=\"https:\/\/www.aqi.in\/blog\/people-country-choke-pollution-level-rises\/\"><span style=\"color: #0000ff;\"><strong>successfully reduced sulpfur dioxide<\/strong><\/span><\/a> (SO2) and nitrogen oxides (NOx) in the United States.
