Mumbai has always believed its coastline protects it from the severe winter smog seen in North India. For years, that belief held true. But data from the 4th week of November shows that this comfort is fading. Traditionally considered safer because of its sea breeze and coastal wind patterns, the city has now witnessed air quality levels severe enough pushing BMC to trigger GRAP Stage 4, in several regions in Mumbai on Friday, November 28, 2025. These areas are: Mazgaon, Malad, Deonar, Borivali (East), Chakala Andheri (East), Navy Nagar, Mulund (West) and Powai, neighbourhoods showing consistent pollution for a while now.

This shift doesn’t mean Mumbai has become Delhi. But it does mean the pattern of winter pollution is starting to look worryingly similar.

 

Why Mumbai Introduced GRAP 4

1. AQI Crossed 300 Repeatedly Across the City

The graph shows three of the locations where GRAP 4 is activated, Chakala Andheri East, Malad, and Borivali East, crossing AQI 300 multiple times between 24 to 28 November. As a result, the city entered the Very Poor category multiple times a day.

2. Highest Pollution Peak: AQI 342 on Nov 27, 5 AM

The maximum average AQI rose to 342 during an early-morning surge. This clearly reflects trapped pollutants and strong overnight stagnation.

3. Consistent Morning and Evening Peaks

Every day shows two clear surges:

  • Morning peaks (5 to 10 AM)
  • Evening peaks (6 to 11 PM)

Moreover, these peaks highlight the combined effect of traffic emissions, construction dust, and stagnant winter air.

4. Night-Time Ventilation Failed to Clear Pollutants

Even after midnight, AQI stays elevated between 200 to 250, which means:

  • Zero dispersion
  • Trapped pollutants
  • A winter temperature inversion effect, similar to Delhi NCR conditions

5. Data Shows a Persistent, Multi-Day Pollution Episode before GRAP 4

From 24 to 28 November, AQI curves never return to healthy levels, demonstrating a prolonged high-pollution phase, the exact condition that triggers GRAP 4 action.

What Restrictions Would Come Into Effect with GRAP 4

GRAP-4 is the lowest level of Mumbai’s Graded Response Action Plan. It is applied during Moderate to Poor air quality. It is activated when PM2.5 levels reach 61–120 μg/m³ or PM10 reaches 101–350 μg/m³, indicating early signs of pollution rise. Under GRAP-4, authorities implement the following actions:

  • Strictly enforce garbage-burning bans in landfills and public spaces.
  • Ensures dust control at construction sites.
  • Tighten industrial emission rules and close violating units.
  • Deploy traffic teams to prevent congestion-related emissions.
  • Intensify PUC checks for vehicles.
  • Carry out mechanised road sweeping and water sprinkling, including on unpaved roads.

 

Dip in AQI after GRAP 4 activated in Mumbai

After GRAP 4 was introduced on Friday, the AQI across all three locations dropped sharply from the peak 342 at 5 AM to around 158 by 3 PM, marking the cleanest point of the week. This is the first significant drop after days of persistent 300+ levels.

This synchronized decline in Andheri East, Malad, and Borivali East indicates that the immediate GRAP-4 restrictions, construction halts, dust suppression, and traffic controls, helped break the continuous high-pollution cycle and allowed the city’s air to recover.
